1) How do we estimate the time and cost for a new project?(Like whether it takes 6 months or 1 year for developement!Is there any tool or formula to derive!!!!!)?
2)Where is OCI used and when should it be used?

This is a big topic .... cost/time estimations are done in different ways .... one of the ways is by doing function point analysis.
