Is there a way to know when data in a table was last modified?

It depends.
Maybe yes, maybe no.
It depends upon about when the last change occurred; within last day vs. more than 1 year ago.
It depends upon level of effort to obtain the answer (LOG MINER).
Possibly yes & possibly no.
