How can I determine which is the optimal solution:
One tablespace for many tables or one tablespace for each table?

You should see a tablespace rather as a logical group of tables. I.e. one tablespace for all the tables containing financial data, one tablespace for general data, one tablespace for personnel data...
If you don't have a lot of tables, just put them all in the same tablespace...

The problem is that we have grouped the tables according to the team they belong to....the sizing of the tablespaces will be enormous if all the tables are put into one tablespace for each team. That is the reason why we subdivide the tablespaces so that each table has its own tablespace. But I am not sure if this is optimal. The number of tables in each team varies. Some has less than 10 tables, some has 100 tables...
