For formatting? I don't think so. The forum here has a formatter. I usually use a text editor and format manually (a text editor with column edit mode is handy). Sometimes I use TOAD's built in formatter. For the rest I'd check Google.

I like using PL/SQL Developer from allroundautomations (www.allroundautomations.com).

When I first started to use Oracle, it was on OpenVMS and we connected to it by VT terminals (character environment). Its editor wasn't good at all (regarding formatting capabilities), so I had to manually format SQLs while typing (indenting, keywords in capital letters, ...) so - when TOAD came to my hands, I still don't like to rely on its formatting ideas (as sometimes its formatting looks worse than mine) but rather take care about it myself.

But, of course, that's not a reason for you to follow my steps.

I recently ran across an editor called OpenEditor which is really nice. It would be more along the lines of an editor that lets you manually reformat things, as opposed to a formatter that does it for you. But, it makes it much easier and faster to change indentation, caps, etc.
